Repairs on Moraga Road Delayed

It appears unlikely that the repairs of the degraded pavement on Moraga Road will be conducted before school starts, as many had hoped. Town Manager Mike Segrest informed the Town Council that no final agreement had been reached with the contractor that first applied the cape seal to the road. "We have asked for a complete re-surfacing of the road and the contractor has only agreed to repair the areas that have been damaged," Segrest explained, "we are partnering with other cities that suffered the same fate and hope to reach a conclusion soon."
The rubber cape seal on Moraga Road was completed last fall but some sections began to fail during the raining season. "We agreed with the contractor that the reason was a poor preparation of the area," said Public Works Director and Town Engineer Jill Mercurio. "The process aggregates layers on top of each other, and in some areas of Moraga Road all the layers have been removed, the whole seal does not stick to the original asphalt."
An outside engineer confirmed that the road had lost more than a normal amount of top coat. "We are not satisfied with their proposal to fix 20% of the road that is damaged," said Segrest, "we are working with our attorney and the city of Rohnert Park that is in the same situation we are in. We may end up coming back to council to propose some partial sharing of the cost of a complete resurfacing."
