The Chips are Down (... sort of)

The phrase "the chips are down" took on a slightly different meaning the morning of Aug. 23, thanks to a contractor truck's broken radiator. Moraga's public works department had planned an on-site live demonstration of road chip sealing at the intersection of Fernwood Drive and Stafford Drive but Edric Kwan, public works director, had to announce "a little change in plans."
Because of a broken radiator, the truck containing hot rock was unavailable. Mayor Dave Trotter dispelled the disappointment, saying "things happen in construction," and assured the audience the delay would be only temporary. Construction along Trotter's street is nearing completion; he said he found the work "remarkably well done." Road crews then dumped a small pile of oiled emulsion rubber chips on the street, allowing Kwan, town manager Jill Keimach, the mayor and three council members the chance to pose with the requisite gold shovels.
