New ConFire Chief

The Contra Costa County Board of Supervisors announced the selection of Jeff Carman, assistant fire chief of the Roseville Fire Department, to succeed Daryl Louder as chief of the Contra Costa County Fire Protection District. Carman will start Oct. 1, giving him one month to work in tandem with Louder, who retires Oct. 31. County administrator David Twa said that the start date could be pushed up to mid-September if Carman's schedule permits.
Carman is a graduate of Cal State Long Beach, with a bachelor’s degree in public administration; he began his fire service career with the Roseville Fire Department in September 1984. In addition to his supervision of the Operations Division, he has overseen the department’s hazardous materials and special operations programs.
Alliance Resource Consulting LLC, a Long Beach public sector executive search firm, recruited 42 applicants for the fire chief position. A county fire chief selection committee and the Board of Supervisors narrowed the choice to four candidates, and at a closed session the board chose Carman for the job. His appointment was unanimously approved at the Aug. 13 Board of Supervisors meeting.
“Jeff comes with strong leadership, management and fire operations experience,” said Supervisor Candace Andersen, who was impressed by Carman’s insight into dealing collaboratively with district stakeholders. “He recognizes that Contra Costa Fire needs to look at different, innovative ways of providing our fire and emergency medical services in order for us to remain a sustainable agency,” she said.
Bill Granados, District 2 fire commissioner, was on the selection committee. What struck Granados most about Carman was his presence.
“His communication skills. His ability to speak to a board. He was very well prepared…he did his research, he visited fire stations,” said Granados. “And he answered all of our questions.” Which was something that a lot of the candidates did not do, he added.
Roseville, a Placer County city of over 100,000, is approximately 20 miles northeast of Sacramento.
